Add two draft project goals: seamless C support, and relaxing the orphan rule #3

Both WIP, both without owners yet.

These are meant as samples of goals, and as samples of goals without
owners specifically. However, they're also goals that people have
expressed support for solving.


Looking to get these merged as WIP for now. We can review them using whatever
WIP process we develop for reviewing goals-without-owners for pre-approval.
Once they're more complete I can arrange to put forth owners for them.

Both of these goals would likely help Rust for Linux (depending on the details) and we had similar discussions in the past about them within Rust for Linux. I linked them and added some context at Rust-for-Linux/linux#354.
